State network content retrieval

State network spec tells that content for offer & content for retrieval are two distinct type. This PR modifies receiveLoop in order to accommodate this difference. Offer content decoded, validated, converted for retrieval and stored in this form. Also, content decoding is a separate step now, since most of the contentLoop functions operate on decoded data.
