Portal Network data availability + reseed script / tool

Create a small tool, similar to blockwalk tool (or an addition to it) that walks over the blocks but reseeds a certain block (from file, or one could also use a full node endpoint) in case it cannot be found in the network.

Once there is the canonical indices network this can become more of an at random block requests instead of walking the full chain.
