"Manage it" link should lead to manage screen

Currently the Manage it link on the bottom of the splash screen does not lead anywhere.

It should bring the user to screen 20 of the Manage Flow.

If a user has no usernames, use this screen to present the user with the message:

You don't own any ENS names yet! Try searching for your name from the main screen.
