Improving test coverage for runner/frontmatter

The general runner test coverage is pretty abysmal. This is mostly on me, and I want to have more unit tests for the local, remote, and multi runners.

I would also like to have integration tests for these scenarios, and for frontmatter. We have an integration test system set-up, I just need to learn how to configure it to work with persistent sessions.
