Provide a view to compare stored text to the official URL

We encourage people to double-check the accuracy of the displayed text of the law, giving them a link to the original URL. But most people will have no idea of how to compare those. Surely there is a clever way to display the two, whether side-by-side or atop one another, with a method of synchronizing their display. (Simply synchronizing the scrollbars isn't sufficient, because of layout differences.) We can optimize the display of the text for this view on our own end, but obviously we're stuck with whatever layout is being used on the government site.
