Cant drag/move image set in Bard when uploaded images equals max

If I have an image set in Bard with max 3 images and I have uploaded 3 images I cannot drag/move the image set as the area where I need to click and hold mouse is gone (the upload and browse button area) https://share.getcloudapp.com/RBu0DX6x vs https://share.getcloudapp.com/BluEANgg

• Browser: firefox and safari - Not tested Chrome
• Web Server: Valet
• PHP Version: 7.2
• Addons installed: Spock and SEO Pro

Additional context Perhaps just a fix for V3? I have gotten around it by increase limit with 1 to 4 images and told client max 3.
