Page Reordering on a medium sized site causing lots of empty folders
Describe the bug I have a couple of medium sized websites that are having serious issues with page reordering - they only have 1 editor logging in and creating and reordering pages so its not the dual-editor issue. The issue is that when this 1 person has made a lot of changes to the website and then tries to reorder pages I get tons of duplicated but empty folders and it screws the pages tree up and I have to go and clean it up constantly. It's really annoying.
To Reproduce Steps to reproduce the behavior: It's actually hard to reproduce because it only seems to occur after the person has been working on the site a lot so I assume it's something to do with the cache or maybe JS or something. If I go and just reorder pages without making any changes it's fine.
Expected behavior The pages should reorder without creating lots of empty duplicate folders.

- Statamic Version 2.11.14 but this has been happening for the past 4-5 versions
- Fresh Install or Upgrade: Upgrade
- OS: Windows 10
- Browser: Chrome
- Web Server: Nginx
- PHP Version: 7.2
- Addons installed:

Not sure how to recreate and fix this in v2, but at least v3 won't have this issue :)
