Make new fields localizable by default

I would really like for fields to have the 'localizable' toggle ON by default.

For any multi-site installation, I feel non-localizable fields are the exception, not the norm. I constantly forget to select this and the client writes back 'I can't edit X language field'. And then I go back and toggle it. If I'm adding a field I don't want to be localizable, I'll be very aware of that and think of toggling it. Whereas any regular content field I'm adding my brain doesn't think 'Oh yeah I need to actively make this localizable'.

Another option would be to have it as a config and then you choose if you want it on or off by default, but like I said, I really think it should be the oposite.
