Multisite forms

Would be good to be able to localize form setup, so that you can set different recipients, subjects etc, for a form on a different sub-site. At the moment form recipients etc are shared between sites, so if a client wants to set up a newsletter form on site A to send to 1 recipient, but then that same form on site B to go to different recipients they cannot do that. Currently, in this use case we duplicate the form, and set the different recipients that way, but it means that sometimes you end up with a long list of forms which can be confusing
