Add localizable toggle to edit field stack

I took a stab, was to complex for little old me: https://github.com/statamic/cms/pull/9974

It would be nice if the fieldset builder (conditionally) shows a localizable toggle when editing the field, and not just as a globe icon in the blueprint overview. A lot of people miss this setting this way.
