Unable to place as 1st section within CP Nav

When trying to place a new section within CP Nav and position it at the top (under Navigation > Dashboard) it shifts to the last index of the CP Nav sections. Other positions work fine!

How to reproduce

→ Navigate to Preferences > CP Nav → Select Global Preferences > Default → Click Add > Section → Set Display (E.g. ⭐ Favourites) → Add Item to recently created Section → Change the order and drag recently created Section above Content Section → Hit save and watch it jump back to the bottom of the CP Nav

Sidenote: Other positions besides top of CP Nav work fine

I'm able to reproduce this on Statamic 5 as well.
