Dropdown Overflows Page - Configure Global Setting's Sites

Bug description

When you have a long dropdown it can currently overflow the end of the page, and isn't scrollable.

In the above screenshot there are two additional options Foundation GB and Foundation US which aren't accessible, this is on the configure globals screen.

How to reproduce

In this specific instance have multiple sites, we have 10, and then on the bottom dropdown of the globals configure sites settings it will overflow the page.
