[Bug Report] Scenes play at half frame rate (~10-15fps) when initially playing

Describe the bug When initially starting a stream or jumping to the middle of a stream, the frame rate is halved, pressing the jump forward or back buttons fixes it.

To Reproduce Steps to reproduce the behavior:

1. Go to scene
2. Click on play
3. video plays at normal speed but only half frame rate

Expected behavior Plays at normal frame rate

**Stash Version: v0.24.3

Tablet (please complete the following information):

• Device: Samsung S6 lite
• OS: Android 13
• Browser: firefox
• Version: 123

Additional context Works fine on desktop, is just a tablet issue

Sadly, I don't have an android based device to test this on. Is anyone else able to recreate this?

Unable to replicate on Pixel 4A/ ZenFone 10. Sounds like software decode or the player starting on a transcode
