[Update] Revise Definition of a "Re-Release"

There was a recent discussion on Discord about whether certain scenes should be allowed on StashDB as "re-releases." Our current definition in the relevant section is simply "same network releases again" with no further elaboration.

When I originally wrote that definition, I was thinking of networks like BangBros and TeamSkeet who have both taken existing scenes and released them a second time under a new sub-studio to fill it out with more scenes early on. I haven't double-checked, but I remember these re-releases having new URLs, titles, and release dates.

The new examples that were brought up included PervCity and Nubiles-Porn. These networks would have the same scene listed under the sub-studio as well as the network with unique URLs. However, there was no other unique info between the two locations. I feel like these examples aren't truly released by two different studios but simply listed in two different locations. I believe they should be considered duplicates that should not be added to StashDB at this time.

I can write up revised language clarifying the difference between a "re-release" and a "re-listing" in a new PR. Before merging however, I'd like to know whether this change will be considered significant enough to require a new thread submitted for approval or if the previous thread will be enough to cover it.
