[markerTagToScene] Add all tags of Scene Marker to the Scene

Option to add all scene marker tags to the scene. Also transformed code from js to python.

Solves #48

I see we have similar PRs open, great minds think alike! https://github.com/stashapp/CommunityScripts/pull/154 Mine includes adding a task for copying tags from all scene markers to their scenes. If you would be open to adding that functionality to yours, I will close mine.
