Do you have "View Extensions" turned on in File Explorer? If not, it may be creating wpa_supplicant.conf.txt instead of wpaq_supplicant.conf You should not be using Notepad to create the file....
Do you have a 2nd PiZeroW to test with, or a 2nd SDCard? I've just tested 2 PiZeroWs and 3 SDCards, and all work interchangeably.
Other than a defective PiZeroW, the only other thing(s) I can think of would be a wifi password or ssid with a disallowed character, or a wifi with a 5GHz...
The HQ camera was released after the dev20201026 image, and was not supported which is why it was always recommended to do an RPiOS install and motionEye...
Which camera do you have? There have been many versions, using different sensors, and by different mfgs... Does your camera have the official raspberry pi logo and model #? When...
Did you also add the files: [static_ip.conf](https://github.com/ccrisan/thingos/wiki/static_ip.conf) and [os.conf](https://github.com/ccrisan/thingos/wiki/os.conf) also?

You do not need wpa_supplicant.conf if you pre-load the files I gave (edit as needed) in the /boot partition before first boot.
What base image are you using, and how are you burning it to the SDCard? This [image](https://github.com/motioneye-project/motioneyeos/releases/download/nightly-dev/motioneyeos-raspberrypi3-dev20201026.img.xz)? Do not use RPi Imager, use Win32Disk Imager (preferred Windows) or Balena Etcher,...
I just tested, and it works on a Pi3B on a 16GB SDCard, using the Win32DiskImager, and the files above.
