[Mod Suggestion]: The Ability To Set Block and Tool Mining Levels

Don't Know if this is possible but I had a discussion about this earlier with a couple of fellow pack devs and We were wondering if something like this would be implementable into minetweaker?

Essentiall something like:

block.setMiningLevel(minecraft:stone, 1); tool.setMiningLevel(minecraft:dirt, 5);

(Think 1 = Dirt normally and 5 = Obsidian if I'm not completely Wrong)

Just a Suggestion Totally Understand if It's hard or Impossible To Implement :P
