Add NER for Urdu pipeline

Is your feature request related to a problem? Please describe. Stanza promises some basic functionalities for all languages but NER is not implemented for Urdu yet. Describe the solution you'd like I will add a NER module for Urdu to stanza Describe alternatives you've considered The alternative is status quo where NER using stanza in Urdu is not possible.
