II for Innerpipe FSM Wrong

Seems like the IIof the second FSM in BasicFSM is not capturing the fact that the next state is dependent on the operations that happen inside of the fsm body. Latency is 2 but II is 1

Actually this seems like a more general problem with retime that is breaking a variety of apps
