Weather forecast accuracy is poor

Despite merging #281 and retraining, I can't seem to get any weather forecast command to work. I think having two functions for weather forecast is a problem. We should remove the two functions and merge into one with an optional parameter, then it might work.

Never mind, it was a deployment problem (the newest model was not getting deployed). Still, accuracy on the dev sets is not optimal, so we should investigate this later.
