Update POS tagger with Stanza

Current POS tagger in genie is using en-pos. It uses an inductive method, which is fast but not as accurate compared to sota neural approaches. Also, it only supports English. Stanza otoh offers POS tagger with better accuracy, as well as multi-lingual support. We should switch to Stanza for more reliable result.
