Improvement to Tags under notes options

Have you read the Longevity Statement? Yes been able to read this

Is your feature request related to a problem? Please describe. When I am viewing a note and press the 3 dots for the menu to appear there is a menu item called "Add tag". The tags in here do not appear to be sorted in any way. I also discovered that I can remove tags in here also.

Describe the solution you'd like

1. Rename the menu item to "Add/Remove tags" - this is more descriptive of what this feature is.
2. List the tags attached to the note at the top of the list in a section showing these tags are already set
3. List the tags not attached to the note in a better interface than current, it would be nice if the tags could be subnested like in the main view - at a bare minimum if one single list is the only option than at least sort them alphabetically.

Describe alternatives you've considered None really come to mind

Additional context I've seen this on iPhone, iPad and Desktop versions
