Must disable folders extension to delete a tag

Steps to reproduce:

1. Activate folders extension.
2. Click the plus sign next to "All" to create a new tag.
3. Name it whatever or leave it blank.
4. You can't delete it--at least as far as I could figure out.
5. Deactivate the folders extension.
6. Click on the tag and then click delete.

It's not super obvious but you can drag-and-drop it to the trash on the bottom.

Apparently, only if you give the tag a name. If you click "+" to see what it does, realizing it creates a tag which you don't want to do, so you click out of the form, creating an empty tag, then you can't delete it by dragging it into the trash.
