Standard 17 + Snazzy 9 support

What version of this package are you using? 7.0.0

What problem do you want to solve? Use the latest stable versions of Standard JS (17) and Snazzy (9)

What do you think is the correct solution to this problem? Allow newer versions of standard JS and require Snazzy 9

Are you willing to submit a pull request to implement this change? Yes, I have a working branch with snazzy 9 but I'm not a JavaScript developer, so I'm not confident in this change: https://github.com/tagliala/standard-loader/commit/d2d77acd84c6a710ce9facf8473a7c247688b618
