Add readme file example and governance examples

Me and @ericherman was thinking about this in publiccodenet/about#414 and were thinking that the actual examples would fit better in about rather than in the standard itself. When we have them there, a link to that about page might be good enough?

Separating the criteria from the examples is a good suggestion - otherwise the print out will become unwieldy! This could live in About, but perhaps also compiled as an annex?

Yes, I think the 'what to do as a...' sections are also good to contain some examples, since it gives people a starting point and explains their responsibilities.
