exp_mod_normal parameter lambda is inverse scale, not shape
Summary:
In the current Stan Function Reference manual Version 2.28. For the Exponentially modified normal distribution, the parameter lambda is described as being the shape, I think it is actually the inverse scale, or rate parameter.

I tried to follow the contributing guidelines but could not find a "currently open next docs issue"

We used to just have one docs issue and I'd personally just clean everything up before a release. Now it's way too big for that, so we just create issues for each issue.
If you let me know where you found that guideline, I can update it. I can't find it with Google search over our docs.

Is this a pop-up when someone opens an issue? If so, we definitely want to just get rid of this advice and instead maybe just thank them for reporting an issue.
