move VTM plots to data layers

This started out sounding easy, but ended up sounding more challenging. Since they are tiny footprints and are not actually clickable points. But tracking that it came up during our onsite meeting on 2014-12-16

I will have a closer look at the data of the VTM plots-- maybe it makes sense both from the data discovery and data use point of views to convert to XY events? Then it would fit nicely in this category and be searchable. (I could be wrong so need to take a look to see if it's comparable to, say, a checklist)
