[KoreanPhonemizerUtil] Fixed crashing when reading ini from non-utf-8 singers

I don't understand. Are these ini files only written and read by `KoreanPhonemizerUtil.cs`? Not something a random voicebank already has?

Apply 'Load all depth folders' to resamplers, wavtools, dll phonemizers and UTAU plugins too.

Checking dlls could be slow. `LibraryLoader.IsManagedAssembly()` was added to speed this up but probably not enough. Are you sure merely searching `plugin.txt` and `.exe` files matter? I have a feeling...
