add onScroll Support for android

I found the root cause why the Header is not updated when swiping is the onScroll is only available in IOS's scrollview, however there is onPageScroll callback can do the same thing in Android's ViewPagerAndroid component. so I add this in swiper.

since it is a little complicated to cherry pick the commit in a pull request, maybe you can just pick the latest 2 commits.
