Communication outside of a hook via non-standard ports restricted?

I've been interested in using winston and winston-papertrail as a way of passing logs onto an external log store. However, it seems as though requests made to ports other than 80/443 don't get out?

Are you certain it's any external port, or is it a HTTPS TLS configuration mismatch?

It would be good if we could isolate the issue into a simple reproducible case.
