Add section for most recently run hooks / most active hooks

We need to start implementing more social features to the site so users can explore the really cool services that other users are building.

Add a section and API to the site where users can see a directory of publicly available hooks ranked by recently run and most active.

We'll also want to add additional metrics to search by / order by later.
