Document members of the Steering Committee

Steering Committee is defined in SIP-000 however I can't find membership information. It would be good to list the SC members.

• Yes the search for more Steering Committee member (s) is being worked on as we speak, once we have confirmation of the member (s), we will add it to official documentation on Github. :)

I shall have more announcement in the coming weeks about Steering Committee (also CABs, and SIP Editors). Please stay tuned!

Now we have 3 CABs activated and updated the format of documentation.

Is it worth creating a folder for Steering Committee, and a .md? Formatting could be similar to the info CABs use https://github.com/stacksgov/sips/blob/main/considerations/technical.md i.e. email, bio, in-scope, out-of-scope, review questions if appropriate?

This should resolve this point raised by @igorsyl :)
