Fixes for contrib folder projects

open question: do we need to keep and/or maintain the two minor projects under ./contrib/tools? specifically the ./contrib/tools/puppet-chain and ./contrib/tools/relay-server folders - they are not actively maintained and their usefulness today is unknown.
