Add `tenure-height` to `/new_block` event payload

Similar to issue https://github.com/stacks-network/stacks-core/issues/5304, it would be helpful to have the tenure-height associated with each block included in the /new_block event so that it can be exposed in more areas e.g. the API + Explorer.
