[regtest] There is some sort of bug in regtest on bootup where signers seem to fail to execute DKG

Regtest will sometimes stall on bootup. One signer never seems to properly see it is registered for the current reward cycle and happens to be the coordinator so never triggers DKG. look into and fix.
