[Nakamoto] Update stacks-signer to report malicious signers using the bitvec

Currently malicious signers are only reported via a block rejection message in the case of SignErrors. The signers do not report malicious activity that happens during DKG rounds. I think the only way for signers to do this is to enable proper use of the BitVec implementation in a NakamotoBlock. Signers should keep track of malicious activity using the bitvec attached to a block to malicious reports can be properly verified (including the SignError reports).
