[testnet] miner stops mining

Opening this issue for the purposes of tracking and actions to take next time it occurs for effective troubleshooting (other than rebooting the node). Occasionally, our testnet miner would completely stop mining new blocks and would need to be restarted. Historically, tBTC storms would be the culprit but not in this case. I would like to know if there are anything in the logs I can search for to get a better idea of whats going on. This happened again today on 1/29/2024 between 10:07 - 11:47 PST.
