Next Version of sBTC Scaffolding

The last week of October & first week of November the community reviewed researched, wrote & reviewed the next version of the sBTC design.

Seen below & linked in the appropriate Discussion is the sBTC Design specifically for the Clarity contracts:

While the design is not fully locked in, the number, naming & purpose for each contract is. Therefore, the very first thing we can to make progress torwards a future version of sBTC is to setup all of these contracts along with the newly-released Clarinet-SDK.
