[sBTC DR] Define process and owner of testnet romeo engine

It is unclear to me who will own and run the romeo engine on testnet.

deployers can use clarinet deployments by creating a file Testnet.toml in settings folder with the following content:

Owner needs to run a stacks api node or get a api key from Hiro when using their node or requests get blocked
