Pause New App Bonuses

It's a benefit to the ecosystem to properly reward value creation in app mining, and I don't think we're there with the new app bonus in terms of velocity or complexity, yet. Proposing to remove the new app bonus policy until we have better eligibility requirements and or a higher volume of new apps.
