When granting the 'publish_data' scope, explicitly state that your usage is known

When the user is authenticating to an app, the dialogue should have a clear statement, something like "By authenticating to this application, it will be known to the world that you use this application". Adding this to the dialogue is easy, but we'll want to figure out the exact copy that we use.
