Add transaction broadcaster URL setting

There should be a setting added that allows the user to adjust the URL for the transaction broadcaster in regards to acquiring names. Should be fairly simple to implement unless it is tied within blockstack.js, in which case an issue would need to be raised over there to allow it to be configurable.

This is something that could possibly be added as a configuration setting in the browser's settings page. The browser would just need to use that setting to set the broadcastServiceUrl in blockstack.js's config.network object.

Hey @Mayank1728 , I appreciate the desire to help however please refrain from bumping old issues like this (it's almost been four years!).

This issue requires a bit of knowledge on how Bitcoin and the Blockstack-Browser works, so I would try to find a different issue to work if you aren't familiar with these technologies.
