Update GtkBackend docs with Windows vcpkg troubleshooting steps

I faced an issue when installing Gtk on Windows using vcpkg, so I've updated the docs with a workaround.

I'll likely also extend this PR to include the workarounds for vcpkg's gitlab artefact download issues if they do turn out to effect users and not just CI (currently testing that).
