No support for Rust ingestion in Minder (affects Trusty and OSV integrations)

Both OSV and Trusty support Rust but neither of our evaluators knows how to handle Rust projects.

This may be fixed by our dependencies effort, if people check in their Cargo lock files and the rest of the "extract Trusty eval from Minder" is complete.
