ci: calculate and assert test coverage

The current Makefile doesnt calculate test coverage.

Calculating it is as easy as

go test -v -coverpkg=./... -coverprofile coverage.out ./...
go tool cover -func  coverage.out

When running the tests in the CI, it could verify that the coverage doesn't decrease by a PR.
