Digital asset for IRIS autoscaling with Blazar.

NB: This should not be merged as it adds things into the arcus environment used for CI to make it into a "real" environment - hence marked as Draft. NB: Arcus CI fails as the bastion definition has been removed to permit it to be used without bastion login details.
