Make it possible to keep up with Buildifier latest version

At this time the plugin downloads the version of buildifier it was tested with or the one explicitly configured. I would like to be able to stay with the latest released version of Buildifier as it is updated once a month on average.

Given the cadence of releases at the moment this is lower priority.
