[Bug] 'Allow all localhost callbacks for development' changes back to true in production mode

I am not sure what triggers this but we have production mode enabled in one of the projects. We manually disabled the Allow all localhost callbacks for development in the Domains Configuration. For some reason, this automatically changes to enabled like after an hour or something.
