Factory: short vault symbols

Why change the current logic?

While Metamask contributors cannot or do not want to increase the maximum length of a token symbol (based on https://github.com/MetaMask/metamask-extension/issues/9243), we will use the logic for generating vault symbols, in which the maximum length will be no more than 11 letters.

New scheme

1 character for vault type
1 character for separator
1-5 characters for all strategy assets
1 character for separator
1-7 characters for the strategy identifier and its specifics
