Try to reconnect to peers when dropped

My internet reconnected earlier and I lost peer connections. After the internet connection was re-established the ssvnode didnt try to reconnect. Needed to restart the ssvnode.

Would be helpful if the ssvnode would go in peer discovery mode when the connections are dropped.
